Before founding Bluejacket Technology, Inc., a consulting firm and SDVOSB, Sean had a remarkable career in public service, serving the Commonwealth of Pennsylvania as the Enterprise Chief Technology Officer. In this role, he managed a significant budget of nearly $90M and led a team of over 750 employees and contractors, addressing the infrastructure and operational needs of the state's most critical applications and services.
During the COVID-19 pandemic, Sean exhibited outstanding leadership, guiding his team in migrating and supporting 25,000 employees to a remote work model while ensuring the continuity of major initiatives, including the 2020 United States presidential election. For his contributions, Sean and his team received recognition from Governor Tom Wolf.
Throughout his tenure as CTO, Sean focused on driving sustainable and positive changes in technology. He accomplished this by implementing the state's cloud strategy, consolidating organizations, modernizing the telephony environment, and adopting standards-based processes. Additionally, Sean oversaw the consolidation of data centers and the management of outsourced technology contracts, which totaled over $125M in annual spending.
Sean began his public service career as a Geographic Information Systems intern at the PA Department of Agriculture, eventually rising to the position of CIO across several state agencies. Throughout his journey, he and his teams garnered numerous awards and accolades for their contributions to the Commonwealth's technology landscape.
A summa cum laude graduate of Shippensburg University, Sean earned a Bachelor of Science in Geoenvironmental Studies and a certificate in Geospatial Technologies. He also holds a Master's Certificate in Information Systems and Technology Project Management from Villanova University and is certified in ITIL Foundations, along with a Certified Government Chief Information Officer (CGCIO) qualification from Harrisburg University. Prior to his public service career, Sean honorably served in the United States Navy as an Operations Specialist Second Class (Fleet Marine Force).
