Our founder, Sean Crager, is a Service-Connected Disabled Navy Veteran with 20 years of experience leading organizations to achieve technological excellence. Sean has a very successful track record helping clients navigate their initiatives and challenges to redefine how they deliver services.

Prior to founding Bluejacket Technology, Inc., Sean held a distinguished career in public service, serving the Commonwealth of Pennsylvania as the Enterprise Chief Technology Officer. In this capacity, he managed a substantial budget of almost $90M and led a team of over 750 employees and contractors, overseeing the infrastructure and operational needs of the state's most critical applications and services.
During the COVID-19 pandemic, Sean demonstrated exceptional leadership, providing direction and guidance to his team in migrating and supporting 25,000 employees to a remote work model while also ensuring continuity of major initiatives such as the 2020 United States presidential election. For his efforts, Sean and his team were lauded by Governor Tom Wolf.
Throughout his tenure as CTO, Sean remained focused on achieving sustainable and positive changes. He achieved this through various means, including the implementation of the state's cloud strategy, organizational consolidation, modernization of the telephony environment, and the adoption of standards-based processes. Sean also oversaw the consolidation of data centers and the management of outsourced technology contracts totaling over $125M in annual spend.
Sean began his career in public service as a Geographic Information Systems intern at the PA Department of Agriculture, eventually rising to the position of CIO in several state agencies. Along the way, he and his teams received numerous awards and accolades for their contributions to the Commonwealth's technology landscape.
Sean is a summa cum laude graduate of Shippensburg University, where he earned a Bachelor of Science in Geoenvironmental Studies and a certificate in Geospatial Technologies. He also holds a Master's Certificate in Information Systems and Technology Project Management from Villanova University and is certified in ITIL Foundations and holds a Certified Government Chief Information Officer (CGCIO) qualification from Harrisburg University. Before his career in public service, Sean served honorably in the United States Navy as an Operations Specialist Second Class (Fleet Marine Force).
